Randall,
The EPA website said:
      Hydrocarbon emissions result from incomplete fuel combustion and from 
fuel evaporation


This sounds like an oversimplifacation, but still I am wondering if one's 
'HCE' goes down according to how efficient the combustion is?  And is this 
the same thing as saying 'how well tuned the engine is?'
