[TR] TR3 troughs or gutters?

Why in the world do the 'gutters' on the front fenders on the TR3  seemingly
dump water under the scuttle?  Or maybe it is that, water is meant to flow the
other way and off the scuttle & bonnet into these gutters and flow toward the
headlights (at the other end of these 'fender gutters'?)

If no water flows towards the rear of the car within these 'gutters', then,
whynot seal the scuttle/fender so that no water travels up these gutters?
