[TR] 71 TR6 Windscreen Wipers

I have almost completed a body off restoration of my TR6.  During a recent test drive it began to rain and I realized that the wipers were not properly cycling.  When they were shut off they were in the vertical position and if I adjust them down they will not move upward to clean the windscreen.  Is there some way to change this cycle?
