IMO, it's supposed to be a torsional dampener, meaning you shouldn't be able
to see the deflection as it dampens.

One way to find out would be to look at the clearance between the pulley and
the timing pointer (or fabricate a temporary pointer from coat hangar wire)
as you turn the engine by hand.
