Yes - the bypass valves can cause idle issues (particularly higher idle). I
have a modified street engine and I blanked off the bypass valves with a
solid gasket to eliminate higher than desired idle. Check the VTR website

On Stromberg Carburetors, do the bypass valves have any effect on
