You may need a high flow water pump (Flowkooler 1650) or maybe the radiator is not adequate or you have a blockage in the flow path. Not having an expansion tank is not good. Also having used a 16psi cap you may have ruined your heater core and is probably the reason the heater valves blew, spec is 13psi. But if you have exhausted all other faults you may need to tear down and start from scratch.
