When you have it all apart, cut or grind a notch at the bottom of the retaining ring. Then you can first install the retaining ring, then insert the speedo cable, swing the retaining not-quite-ring over top, and tighten. If there is a next time, you don't even have to take the bolt out. I did from below on my lift. I put the rear end on jack stands and rotated the rear wheels by hand with the car in gear. With the cable disconnected from the gauge, I expected to see the square cable spinning (albeit slowly) with the housing. Nothing. And the top of the fixed door windows also leaves a gap to the hard top Those chrome things on the top of the door post seem to be at the wrong angle to match up with the top. It doesn't look like their angle can be adjusted, and I had replaced the pads that go on the top, but they only touch the chrome things at the front. I know the previous owner did some body work, replacing the rear fenders, etc, So I'm not sure if this is another of the issues he created. Or are they all like that? I have a similar problem with my soft top and I know I need to tighten up the windshield bolts to get the top of the windshield trim lined up with the top of the quarter windows. When I first installed the windshield and the new gasket that goes under it I tightened it all up as much as I could. But I realize now that I need to get back in there and crank down some. I think replacement rubber seals are not as good as the originals and is most of the problem. If it clips on easily and stops most of the rain its probably right.
