[Tigers] Cooling Fan

I had my shroud off of the car when I added the lower piece.  You have to
drill some holes and attach with screws or rivets ( I used rivets).  I
think it might be hard to drill the hole while the shroud is in the car.
If I remember right you will also have to remove the fan to get the shroud
back in.
