Joe: My observation and possible root cause is still valid, even considering you have the problem beforehand.

A flex line that is deteriorating from the inside produces the symptom you described. 

When a line is obstructed, the high hydraulic pressure from the master cylinder will force its way down into the calipers.

However, ...when you get off the brakes there is very little back pressure up into the master cylinder if the line is obstructed.

I suggest you look at your flexible brake lines.

I should clarify.  I had the brake locking problem before I replaced or rebuilt everything.  And I still have the same problem.  Could it be something with the master cylinder?
