Joe,
There IS a seal there. I know because I have been noticing mine is
slipping out.
I forget the details, I installed it in 1979 after my paint job. I
wouldn't have put anything
there if there wasn't something there originally.
I think I made a new one from gasket paper, but not sure. I know I made
several seals,
back then you couldn't just get things from Sunbeam Specialties.
I am not sure what it really seals, maybe just to protect the paint.
The tops fit so loosely
around there that the rain will get in through much larger gaps anyway.
