[Tigers] Spare tire hold down plate

Tom,

Domt people use the alpine ones for securing wider alloys to the floor, the
depth assist.

As a side note iirc there are at least 3 lengths.. Short tiger bolt, steel
wheel alpine and deepest wire wheel alpine
