[Tigers] Door Glass Plastic Sheeting

I'm rebuilding my window mechanisms now and I have a question about the
plastic sheeting I found attached to the windows.  The plastic as laid in
the channel before the seal and glass were installed.  It looks like it
just hung down inside of the door.  I can't tell if it was originally
fastened at the bottom or left loose.  Any ideas?
