Try changing the condenser in the distributor.

If the coil is bad it would be like turning a switch off - check coil primary resistance - 1.4 - 1.5 ohms
A bad condenser will do exactly as you have described to you - try replacing it
Accelerator pump will work with a low fuel bowl level and has reserve for a few shots - check fuel level in the carb - float could be hung up or out of adjustment, needle valve hung up
It is possible that the ignition switch is giving you a problem but then again it would be an ON or OFF condition

Thanks Ron - I did a few more tests this morning. I bypassed the ballast resistor and no change. I also have power on both side of the coil and the points are firing.
On the fuel side, the accelerator pump seams to be functioning fine and delivering gas properly (new carburetor as well). I'll dig a little deeper on the fuel side of things too. I also wonder about the coil. Although it is new, it came from Orielly Auto Parts and I have had items like this fail from there before. Thoughts?
