Hi Roger, 
The stock rocker arm ratio on Ford small block engines (flat tappet or not) is 1.6:1 according to most sources... http://www.fordmuscle.com/archives/2001/10/rockerarms/ as an example. Chevy engines come stock with 1.5 rockers. Many aftermarket rockers for SBF applications have 1.7 or even higher ratios. 

Going to a higher ratio will increase the load on the cam and since it speeds up valve action, it may require higher valve spring rates as well as a valve spring that can cope with the additional lift without coil binding. No free lunch there.

I'm running Harlan Sharp 1.5 roller rockers.Lately some suppliers have marketed 1.6 rockers which gives the cam greater lift than originally ground by the cam grinder without the problems of flat tappet & stiffer valve springs used with aggresive ramps and lift.. Most 1.6 rockers are used with the roller tappet motors.
