[Tigers] 260/289 Flywheel Mounting

There is probably an answer to this in some SBF book but I haven't found it
yet.

There is a thin ring that was under the 260's flywheel bolt heads somewhat
acting like a washer or load distribution flat ring.  Since I'm building
both the original 260 & the HP 289, I don't have another of those rings
with the 6 holes for the flywheel mounting.

Does anyone know if that part is absolutely necessary?
