[Tigers] Bracket Question & Center Grill Emblem Colors

My guess is part of a bumper bracket..?  Maybe left over from some other car...?
I have repainted the blue before, it can come out beautiful.  It is a dark blue..
probably not too critical.

I have the attached picture bracket that I have no idea as to where this should be fitted.  Any ideas as to where this goes?
I have been unable to find any new sources for the center grill emblem in stock, so am thinking about plan B and that is repainting the 'blue' on the back of the emblem.  Does anyone know the platinum color codes for the emblem?  Rick at SS did not know.
