My daily driver (2000 Mazda Protege) was a "salvaged" car from Ohio. It was 
purchased as salvaged by someone in Kentucky and then "rebuilt." That term 
appeared on the Ohio title.  However, when the guy who bought it as a 
rebuilt car moved to California there was no rebuilt or salvaged term 
applied to the title.

Sometimes it's hard to find an honest person, but when the guy eventually 
listed it for sale in California he actually used the "rebuilt" term to 
describe the car even though it was not present on the title. So, apparently 
there is some way of having the title changed though in this case it was by 
happenstance rather than deliberate.
