This very well could be true.

They are not charging me for the work for what its worth.

I've had some radiator work done on my Tiger before and, shortly after, I developed a leak in the overflow tube on top of the radiator that runs to the expansion tank. Evidently, he didn't go a good enough job and we got to do it all over again (at his expense this time).  My guess is that more than likely he's trying to cover his a$$.
