I would think that this item (rusty Tiger) could be classified as "Iron 
Ore."  Just tell them at the border (while playing Gordon Lightfoot on the 
stereo) that it is replacing the ore that was lost with the sinking of the 
Edmond Fitzgerald.  :-)
