[Tigers] Calif DMV YOM law

Cool, I have one of those one year only 1939 "California Worlds Fair" 
plates.  Does anyone know if they used only one plate back then??? 
Regarding the black plates, what distinguishes the by year, (they had a run 
from the early 60's to the early 70's I recall)?  I recall  seeing a '63 
stamped on some, but after that I recall the sticker tag. 1965 would be my 
year of interest.
