However,  since radiation and convection account for only a minor part of
the heat  dissipation system in a water-cooled engine, I would suspect
that painting  the heads would have a barely measurable effect.

Aluminum heads do transfer more heat from the combustion chamber to the  
coolant. This added transfer lowers the effective compression ratio.
