My Mark 1A B382002219 ( TAC'D)  has a spec plate, wih correct rivets.   But 
there is one complete strip and paint in the cars history, so  changes may 
have been made....

FA late Mk1A shouldn't have the 'spec plate' at all. I'm pretty sure
those didn't  make it past the B947xxxx series, and the first bunch of
B38200xxxx cars had only rivets there. The later cars had nothing below
the VIN plate.
