[Tigers] Crossmember reinforcement

There are a number of articles. One was by John Crawley and the other by
John Logan dealing specifically with the crossmember. I can't find the
Crawley article. It mainly focused on reinforcing the "U" bend in the center
of the crossmember. There are a number of other Tiger front end related
