In response to Dr. Moonstone's email:

If you haven't seen the documentary "The Corporation,"  do so. It presents
an Americam company owning the water rights to a city in Bolivia. And...,
"water rights" are defined as including the water that falls from the sky.
Hence, it was illegal for the people of that city to collect rain water!
 Anyway, I don't want to get this thread too far off the Tiger track, but
the story is fitting.
