 Ryan,
Post a photo of the brake setup with the drum removed.  Maybe we can spot the issue.

I am trying to replace the rear brake pads on my 1960 bugeye. After replacing them with new brake pads from Moss I can not get the drums to sit flush on the hub and they are really tight. I have lowered the adjuster to its lowest position, removed the e-brake tension and the brakes piston is at its lowest compression and the pads rub so tight on the inside of the drum that they stop the wheel from turning.       can someone offer some suggestions? ------------------------
