[Spridgets] An American car in England

It looks like the car was mis-represented on the seller's web site.
460cc???

Your neighbour will have to go about this as with any restoration. Start
with a good pressure washing, drain all the fluids, check compression,
check (and replace) belts and anything rubber, cover the driver's seat with
duct tape, etc. Replace the battery, fill the fluids and see if it
starts...if everything checks out. And don't try to drive it until the
brakes and hydraulics are renewed.

That's much more of a project then I would want.
