Since the fuel pump is constantly running, I'll guess that it is flooding
out at idle.
Look at your spark plugs.
If they're not wet or sooted up, look for a loose carb at the intake

Took the Bugeye out to run an errand tonight. Could not get it to
idle. As soon as I took my foot off the gas it would die. I recently had a
problem with the ethanol in the gas plugging up the fuel system after
leaving it sit in the garage for a few months without starting it. I
installed a new Facet fuel pump, but I can hear the new pump going
constantly behind me like the tank is almost empty, but according to the
fuel gauge it had at least a 1/4 tank left. As long as I kept my foot in it
and did not stop anywhere, it ran like a scalded cat. That new 1275 that I
installed a few thousand miles ago is finally breaking in. I was going to
replace the fuel tank. (I have a new one ready to paint and install), but I
got it running by draining the old ethanol laced gas and filling the tank
with 100 octane ethanol free gas. I thought I cleaned the fuel system out
of the ethanol. It ran great for a while. It did die a couple of times, but
started right up again and would idle, now I have to keep revving the
throttle at the stop light to keep it running. I hate this Kalifornia gas.
