On a normally aspirated, bone stock engine, water injection will only
give a slight increase in fuel economy. 1% or 2%.

But let's say you had a car with a big 300 hp V-8. 

Now let's say you removed that big 5.0L V-8 and replaced it with a small
turbocharged 2.0L 4 cylinder.

Next, water inject the turbo 4 cylinder and crank the turbo boost 
up to the point where you get 300 hp.

Now you will see an appreciable improvement in fuel economy compared to the
original V-8.

Water injection raises the knock limit of the fuel.  If you adjust the
engine to take advantage of that, you can then see an improvement in fuel
consumption (or if you want, to get more performance).

The important point being that you must supercharge or raise compression to 
take advantage of the water injection.

This stuff was well researched during WWII.  There is an online archive of
the NACA experiments with water injection that are fascinating reading.

A lot of the WWII planes had water injection boost.  Old farm tractors also
had water injection, mainly to raise the knock limit of the low quality gas
available in the rural areas at the time.

Jet engines can also get a boost from water injection.

The downside to water injection is that you have to change the oil more
often.
