Thanks Dean,
That was the crux of my question, whether the systems running through the
ignition switch were running full battery voltage or just the genny output
voltage (i.e. like how your lights dim at a stoplight due to low genny
output).

"Lack of genny output at low R's" should not have anything to do with it.
If you have good charge on the battery then it should be able to run the
fuel pump.

If it can't then it probably means the generator/regulator is not setup
correctly (in which case you would have other problems, like not being able
to crank the starter) or there is some other issue, like a poor connection
to the pump.
