[Spridgets] Tracking / alignment - degrees and minutes

I'd like to know the answer to this one as well.

I understand degrees, but linear measurement I'm not sure of. I suspect it
is the difference in width between the front wheel rim edges at the front
and back, ie the 3 and 9 O'clock positions. But would someone in the know
please confirm this or otherwise!

Does anyone have formulae and worked examples for converting front wheel  
alignment from imperial fractions or metric millimetres to degrees and  
minutes?
 
I do have some stuff from the internet but I'm entirely confidenti it's  
reliable.
