The concept of the state telling you many kids to have etc is called 'the  
nanny state' and has died away a bit in recent years.
 
In the UK motorsports does not have a powerful lobbying group and doesn't  
have a fraction of the TV coverage of football.  On the day Damon Hill won  
his first Grand Prix it wasn't being reported on radio sports results, even  
after a pile of minor league football results. I rang and complained about 
that  and the Damon Hill news was reported in later bulletins.
 
Lots of people, including those that live near motorsports venues would be  
happy for them to be closed down and motor racing to cease.  One of the  
biggest issues in motorsport in the UK is noise.  There are strict limits  for 
most but not all race meetings.
 
The UK does not have the same kind of car culture the USA has and has to be 
 sure not to draw 'incoming fire' by anything that might be seized upon by 
the  media as irresponsible.
 
So the 'racing group'  which is actually the UK sanctioning body and  
control all UK motorsports except 1/4 mile dirt track oval racing/banger racing  
is THE authority.  All motor racing clubs, like the MG Car Club and real  
motoring racing 'groups' regional associations etc will be members of or  
affiliated to the UK sanctioning body.  In fact it will be their democratic  
process that forms the rules.
 
So in summary, the national sanctioning body for UK motorsports

trouble for the sport or give  it a bad image.  Remember, this is a country that 
outlawed fox hunting (but  not shooting foxes).  They don't want to see 
motorsports banned (rallying  for example) or restricted.  They have a tough job 
with the PR and it only  takes a couple of guys with numbers on their cars 
have an accident and it will  be in the national newspapers the next day 
with environmental groups calling for  a blanket ban on motorsport.
