Many companies are in denial that they are part of the problem.  OTOH there are others that continue to lead the world, and not just at football. We make the best airplanes (despite boeings 787 launch problem) have the most efficient agriculture and the best telecommunication technology to name a few.

My previous company did the same thing.  There were some aspects of it 
that made sense and would clearly improve our work but people are 
resistant to it.  People are resistant to change, and most people are 
resistant to imposing additional structure and demands on what they are 
doing.  Remove the management requirement and those same people will 
stop doing it even though they would admit that it has benefits.
