A year ago I got interested in buying a car model that was relatively 
uncommon.  I didn't find any for sale in my area so I was scouring the 
ads on cars.com, ebay, etc.  My plan if I found a vehicle that I was 
interested in was to ask the owner detailed questions about it, and ask 
them to take photos of specific areas of the car.  If they can answer 
questions and can provide detailed photos of specific things then you 
have some little assurance that they at least have access to the actual 
vehicle.  I would not advise sending any money until you can see the 
vehicle and the vehicle title in person.  I think a carfax might be 
advisable too since it may provide details of past ownership.

Through my process of searching for the car model I was interested in, 
one popped up at a certified dealer near my house so my wife bought that 
one for me.
