 A marine bilge pump may be a good choice here.  Rather than using a car 
battery you would be better off with a deep cycle Marine or RV coach 
battery.  Car batteries are designed for high amp short term cranking while 
the deep cycle batteries are designed for low amp long duration draws and 
will last you a lot longer.  If you have a friend with a larger boat or an 
RV see if you can borrow the battery until the storm has passed.
