Linda,

One other thing to check that I have not seen mentioned, Check and make sure 
that the metal pickup tube where it bolts to the tank (compression like 
fitting)  is tight and secure and that the bullet end is all the in and 
seated. A small air leak there will play havoc with fuel pickup when you 
have a half tank or less of gas.

Test the pump as suggested and if it works start at the tank and check all 
the fittings/connections forward to the pump.
