That would be a serious no-no these days but then again you can pave a 
road with a few tons of crude oil mixed with some rocks.
That is the government at it's finest.
Oil and sand AKA "mix in place" was the way roads were made back in the day.
Now they are mixed at an asphalt plant then spread on the road.
Same stuff, different day.
