[Spridgets] Graduated licences - No LBC

In the UK there is a system for graduated licenses for motorbikes.   The 
law changed a while back but I think it saved lives at the time and I think  
it still stops you getting on a 100mph bike with zero experience (like I did 
- a  Yamaha 250LC - lived to tell the tale but a scar remains).
