I've done them both ways. On the high end:

700 J&E forges pistons
400 billet cam
1400 head
500 rockers (used)
400 exhaust
800 carb/intake emods
400 for crank lightened by 3 to 4 pounds
300 for ancillaries (water, oil pumps)
170 for bearings not made of gum wrappers
100 for distributor rebuild/recurve
300 for balancing at Darrell Waltrip's machine shop
1000 machine work, including o-ring the block
200 misc
300 dyno

So, yeah, $6000+ is easy (without assembly labor), but not likely!
