[Spridgets] fire extinguisher?

The circuit is looking for pulses on the coil so as know that the engine is turning over before 
turning on the fuel pump via relay.  I senses like an electric tach.

If there are no pulses then the pump does not run.

Most remote engine starters detect engine rotation like this.

A circuit like this is easier than plumbing an oil pressure switch.
