We can put blame for this thinking on the hybrids and
electrics.

Traditionally it was thought that the taxes put on fuel were
"equalizing". That is, bigger, heavier vehicles used more fuel per
mile, so paid more in taxes for road upkeep. But hybrids weigh as much
as the big sedans  while getting much much better fuel mileage, and
pure electrics, also very heavy, pay NO gas tax. The tax per mile idea
is a way to make them pay their fair share for road maintenance . (or so
the argument goes)
