No Edward, that's the transfer port to the rear carb that you have circled.
The vacuum take off is on the body of the carb, just in front of the throttle
plate. The placement of the vacuum take off differs depending on the model of
the carb body, But AFAIK they are all small, barbed ports except for the H1s
which are threaded.
