[Spridgets] C.A.R.S program... just did it

I'm looking to do a similar thing with my old Ranger 4x4. The "new" EPA
mileage calculations show a 16 combined, down from 18 using the old
method.
 
Going tonight to test drive a Honda Fit.

What I've read of the qualifiers struck me as pretty well thought-out to
prevent abuse. 

If I didn't need my pickup I would drive my K1500 straight to the SMART 
dealer, assuming they were participating.
