While I've never dealt with one, my 94 Miata wiring diagram shows an 80A "Main Fuse" in an area labeled "Main fuse block (Right rear corner of engine compartment)" It appears to be inline with the alternator. If it is blown, I'd suspect the alternator. The starter is not in the circuit with it.
