I've done tanks a few times.  I never use a torch.  I submerge them  
in water (so the entire tank is below the water surface and the top  
of the tank is 1/4 - 1/2 inch below the water surface).  I use a hand  
grinder to cut out a square hole on the top of the tank large enough  
to reach into (about 6"x6").  This will give access to the pick up  
tube.  A plate with a rubber gasket will close up the tank.

I've see them done with a torch by filling them with CO2 also.
