Bob,
Circumference of 10" wheel is 31.4159.... inches (10 pi)
Circumference of a 20 inch wheel is     62.82318 (20 pi = 2(10 pi))

Going from 10 to 20 inch wheels at the same rpm will be three times  
as fast  not twice - C= pi D  :-0
