Phil,

I've seen it both ways.  Mine came with cross-head (Phillips) 
bolts(screws) filling the holes and as they had the little crescents 
'tween the slots in the head, I reckon they were original.  I do not 
have them in there now however as I was always going to attach a license 
plate plinth.
