[Spridgets] Starting Issue - Not my LBC but time of year related

Assuming that the starter is doing nothing whatsoever in that first 
scenario,
I am thinking that it is probably a safety interlock with a bad ground and
turning on the headlights is back-feeding into it. Got a wiring diagram?
What engine? Trans? Other questions?
