[Spridgets] Runaway motor

After a used motor swap I bolted a different set of
SU's on and fired up the engine. It immediately revved
to about 4000rpm and I shut it off. The idle set and
linkage appears about normal. What can cause this?
Chokes aren't hooked up.

Is it something weird like the carbs are set really
rich and I have an air leak at the intake???
