Billy,
 
The current H2 fuel cells are technically Proton Enchange Cells.  They just
use pure H2 and O2 with H2O as the waste, to produce electricity, not
gasoline. I would think the additional cost of a onboard unit to produce H2
might not be cost effective.

Whatever happened to the fuel cells with proton exchange membranes to
extract hydrogen from regular gasoline? They were supposed to be widely
available by 2008.
