[Spridgets] Help ID a part

I have a bagged and tagged part and I don't know what it's for.

Its a steel six sided plate about 2 1/2" long with two hole centers  
about the same spacing as the exhaust hanger captive nuts.  I have it  
labeled as removed from the underside back of the hump behind the left  
seat.  The center has a punched out short hook.

Could this be a hanger that the rubber has departed or am I forgetting  
something?
